Good morning James,

Thank you for sending over the information regarding the proposed development at 1189 Geelong Road, Mount Clear. As you may be aware, we are currently not offering pre-application meetings. We would be happy to provide some initial comments on the details provided. These are some preliminary comments and should not be viewed as Council position on the matter. If further information is required we will notify you per the application process. Please see below:

  • The site is zoned GRZ1 with residential use as of right. The site adjoins a RDZ1 (Geelong Road)
  • Starting points for assessment would be compliance with Rescode provisions
  • The layout of the internal roadway will need to be considered carefully and how functional access and egress from the site will occur
  • Potential overshadowing impacts to neighbouring properties will need to be considered and shadow diagrams submitted with the application that demonstrate compliance with Rescode provisions. A reduced scale to the dwellings along the eastern boundary of the site may help limit the extent of overshadowing to the neighbouring property
  • A lower sized front fence is preferred to better address Geelong Road
  • 25% garden area for GRZ should be provided.

Hi Pavneet,

I have had a look at the plans and they look good, especially with the reduction of one unit.

Just a couple of things that need to be changed and they are:

  • Show POS for Unit 16;
  • Have the cars forward into the garages;
  • Remove the 3rd floors.
  • Location of bins (in bin enclosures);
  • Unit 2 may be set to close to the street frontage. Need to see the adjoining house at 3 Recreation Road on the plans.
  • Garden Area Plan.
  • Concept Landscape Plan.
  • STORM Report detailing how stormwater is to be treated on site.
